Hood v. Memphis, 08-60152

In an action by Mississippi for conversion of groundwater by the City of Memphis, the dismissal of the complaint is affirmed, where Tennessee was an indispensable party to the suit, and the District Court was without power to join Tennessee due to sovereign immunity.
