In a patrol officer's 42 U.S.C. section 1983 suit against the city of Houston and its police chief for employment retaliation in violation of his First Amendment right to free speech, summary judgment for defendants is affirmed where plaintiff's media statements and magazine articles were not protected by the First Amendment.
