Dismissal of a suit seeking a declaratory judgment that plaintiff is a citizen of the United States is affirmed where the district court properly dismissed for lack of jurisdiction because "the issue" of plaintiff's citizenship "arose by reason of, or in connection with" his removal proceeding.
