In proceedings involving defendant's effort to set aside a lien and to prohibit the government's further collection efforts on behalf of the Louisiana Insurance Guaranty Association (LIGA), which arose from a fine and restitution order for fraud-related activity, denial of defendant's motion to set aside the lien and prevent the collection efforts is affirmed as: 1) liens may be used to enforce restitution orders; 2) they do not expire for twenty years; and 3) the government's lien was not time-barred and was not superseded by defendant's note with LIGA.
