A broad cease and desist order issued by the NLRB against a U.S. Postal Service facility in Texas due to certain information request violations is enforced with modification where the Board erred in concluding that the facts on record met the standard for imposing a broad order reaching all possible violations of National Labor Relations Act section 7 rights.
