Nelson v. Quarterman, 02-11096

Denial of habeas relief in a capital case is reversed where there was a reasonable likelihood that the Texas capital-sentencing scheme precluded the jury from giving full consideration and full effect to petitioner's mitigating evidence as required by the Supreme Court. (En banc opinion.)
