United States Fifth Circuit

A party who satisfies the Fair Debt Collection Practices Act's (FDCPA) general definition of a "debt collector" under 15 U.S.C. section 1692a(6) is a debt collector for the purposes of the entire FDCPA even when enforcing security interests.
