Fantasy Ranch Inc. v. City of Arlington, 04-11337

A judgment sustaining a city's recently enacted Sexually Oriented Business Ordinance is affirmed over business' claim that it was an unconstitutional restriction of their expressive liberties, where: 1) proximity provisions satisfied the four-part test set forth in O'Brien for content-neutral restrictions on symbolic speech; 2) a license revocation provision did not impose an unconstitutional prior restraint on speech; and 3) due-process challenges were either moot or rejected.
