In a suit to improve Texas' administration of a Medicaid program to afford health care to a certified class of indigent children, denial of a motion to terminate or modify a consent decree entered in 1996 is affirmed where the district court did not abuse its discretion in holding that defendants failed to show a significant change in factual circumstances to warrant terminating the consent decree in its entirety or for urban areas only.
