Summary judgment in favor of a city's housing authority on plaintiff-employee's 42 U.S.C. section 1983 claim alleging that defendant terminated him for speaking out on a matter of public concern is affirmed where defendant did not delegate final policymaking authority to plaintiff's superior, and plaintiff's alternative argument that she was the de facto policymaker for an area is rejected.
