Summary judgment in favor of employer-municipality in a 42 U.S.C. section 1983 action brought by a discharged fire chief is affirmed where plaintiff's liberty interest deprivation claim failed because he never requested a name-clearing hearing, and his property deprivation claim failed because he was not entitled to accrued vacation hours under the terms of his employment.
