Orders denying plaintiffs' applications for attorney-s fees under 42 U.S.C. section 406(b) are reversed in a Social Security disability benefits case where the district court abused its discretion in concluding plaintiffs' applications were untimely and in faulting plaintiffs' counsel for not filing certain supporting documents.
