RODRIGUEZ v. BEXAR COUNTY, 03-51119

Plaintiff's claim that the redistricting of defendant-County's Justice of the Peace and Constable Precincts impermissibly dilutes the votes of Hispanics in violation of the Voting Rights Act is dismissed where there is no legal or factual basis for a finding of vote dilution.
