Plaintiff failed to state a violation of clearly established equal protection or due process rights against the 911 operator who allegedly mishandled the victim's emergency call. Even if a viable constitutional claim had been established, the operator's conduct was objectively reasonable as a matter of law, entitling her to qualified immunity.
