FRAZAR v. GILBERT, 00-41112/01-40667

Orders requiring detailed state action, in the administration of a Medicaid program to afford health care to a certified class of indigent children, are vacated where plaintiffs did not establish any violations of Medicare EPSDT provisions which are actionable under 42 U.S.C. section 1983 and the Eleventh Amendment.
