GILLIS v. STATE OF LOUISIANA, 01-31251
The State of Louisiana may regulate pilotage on that portion of the Calcasieu Ship Channel that lies more than three miles seaward of the state's coastline, and Congress has not preempted that authority through enactment of the Submerged Lands Act.
