The Board of Immigration Appeals' grant to reopen an asylum immigrant's case was proper, based on a State Department telegram which cast doubt on his prior testimony; an asylum claim was barred based on commission of a serious crime of moral turpitude, and a Convention Against Torture claim was appropriately considered and denied.
