In a constitutional challenge to regulations imposed on "sexually-oriented" businesses, studies of secondary effects of such establishments on cities were relevant for purposes of determining the validity of regulations in non-urban areas; "speech" and "activity" at issue were properly regulated by the operating restrictions imposed.
