An arbitration agreement that falls under the Convention on the Recognition and Enforcement of Foreign Arbitral Awards "relates to" the plaintiff's suit in the plain meaning of that phrase whenever the clause could conceivably have an effect on the outcome of the case, thus giving rise to removal jurisdiction under 9 U.S.C. section 205.
