DICKERSON v. US, 00-50505

Under 28 USC 2675(b) of the Federal Tort Claims Act, a plaintiff's administrative claim for $20 million for a child born with permanent brain damage will preclude the plaintiff from amending the claim to beyond that amount, even if the injury is more severe than believed.
