United States Fifth Circuit
EVERGREEN PRESBYTERIAN MINISTRIES INC v. HOOD, 00-30498
Health care providers do not have a cause of action under 42 USC 1983 to remedy violations of 42 USC 1396a(a)(30)(A), even though the section discusses payment to health care providers, because there is no "individual entitlement" to equal access to medical care for providers.
