Congress acted under its Commerce Clause power in enacting the Fair Housing Amendments Act of 1988, specifically 42 USC 3604(f)(3)(B), and because respondent is a for-profit company engaged in and substantially affecting interstate commerce, the Parish may not withhold approval of the company's application for reasonable accomodations.
