Affirming in part, reversing in part, and remanding a case brought by a deceased man's estate against a psychologist and 49 other defendants associated with the Hampton Roads Regional Jail following the failure to transfer him for commitment and his death from severe malnutrition after being neglected and mistreated, holding that it lacked jurisdiction to review the district court denial of the defense motion to dismiss for sovereign immunity and that the Eleventh Amendment did not bar suit against an official in their individual capacity, but concluding that the defense is entitled to qualified immunity.
