In a constitutional action, challenging a forty-foot tall Latin cross at a World War I memorial on public land in Prince George's County, Maryland, the district court's grant of summary judgment to defendants is reversed where the display fails the second and third prongs of the test from Lemon v. Kurtzman, 403 U.S. 603 (1971), and is a violation of the First Amendment's Establishment Clause.
