Reversing and remanding the district court's striking of a substantial damages award in the case of a man suing for deprivation of his liberty after he was held for over a year in pretrial solitary confinement and the police failed to inform the State's Attorney that there was no positive identification and that DNA reports excluded him as a suspect in a sexual assault case because false statements by the police rendered them ineligible for qualified immunity.
