In an action under the Federal Tort Claims Act (FTCA), the district court's dismissal of the complaint as untimely is affirmed where; 1) because an 'action is begun' under the FTCA only by filing a civil action in federal district court, plaintiff’s claim was untimely; and 2) plaintiff has not demonstrated any extraordinary circumstances warranting equitable tolling.
