In a native and citizen of China's petition for review of the decision of the Board of Immigration Appeals (BIA) denying his requests for asylum, withholding of removal, and protection under the U.N. Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, Dec. 10, 1984, 1465 U.N.T.S. 85 (CAT), the petition is denied where substantial evidence supports the BIA's decision.
