Beltran v. Cardall, 15-1993

In a petition for a writ of habeas corpus, seeking relief as next friend of her minor son, who is being held as an unaccompanied alien child (UAC) by the Office of Refugee Resettlement, an agency of the Department of Health and Human Services (DHHS), the District Court's rejection of plaintiff's statutory and constitutional claims and denial of her request for habeas corpus relief are: 1) affirmed in part with respect to the dismissal of the statutory and substantive due process claims; and 2) vacated in part as to the procedural due process claim and remanded for further proceedings.
