Central Radio Co. v. City of Norfolk, 13-1996
In a constitutional action arising from defendant-city's sign ordinance brought by plaintiff radio manufacturing and repair business, the district court's grant of summary judgment to defendant is reversed where the challenged ordinance is a content-based regulation that does not survive strict scrutiny under the principles of Reed v. Town of Gilbert, 135 S. Ct. 2218 (2015).
