Colon Health Centers v. Hazel, 14-2283

In a constitutional action, the district court's judgment for defendant is affirmed where Virginia's certificate of public need program, required for medical service providers to establish or expand operations within the state's borders, does not violate the dormant commerce clause as it does not discriminate against interstate commerce nor place an undue burden on interstate commerce.
