US v. Williams, 14-4049

Conviction for possessing with intent to distribute crack cocaine in violation of 21 U.S.C. section 841(a)(1) is reversed and vacated where defendant's use of a rental car, travel along a known drug corridor at 12:37am, inconsistently stated travel plans, and inability to provide a permanent home address did not constitute reasonable suspicion to extend the underlying traffic stop in order to conduct a dog sniff of defendant's vehicle.
