United States Fourth Circuit

Fontanez v. O'Brien, 14-7607

In a habeas corpus action seeking release from the Bureau of Prisons' (BOP) voluntary Inmate Financial Responsibility Program (IFRP), the district court's dismissal of the petition is reversed where an inmate's challenge to the BOP's administration of the IFRP constitutes a challenge to the execution of a sentence and is cognizable under 28 U.S.C. section 2241.
