Denial of a 28 U.S.C. section 2241 petition for Simmons-based habeas corpus relief from a life sentence for conviction to conspiracy to distribute cocaine, is affirmed where the court lacks jurisdiction under section 2255(e) to consider petitioner's 2241 petition, because as a federal prisoner, petitioner cannot challenge his conviction and sentence under section 2241 unless section 2255 (also called the "savings clause")
