Denial of petitioner Gon's habeas corpus petition challenging the determination of a magistrate judge finding him extraditable under the Extradition Treaty between the United States and Mexico is affirmed, where: 1) the magistrate judge properly exercised personal jurisdiction over Gon under 18 U.S.C. section 3184; 2) the Non Bis In Idem provision in Article 6 of the Treaty does not bar Gon's extradition; and 3) the offenses for which Mexico requests Gon's extradition satisfy the Treaty's dual criminality requirement.
