Metzgar v. KBR, Incorporated, 13-1430
Dismissal of plaintiffs' claims alleging that they suffered harm as a result of defendant-contractors' waste disposal and water treatment practices at military bases in Iraq and Afghanistan, is vacated and remanded, where the district court lacked the information necessary to dismiss plaintiffs' claims on the grounds of non-justiciability, derivative sovereign immunity, and federal preemption.
