Summary judgment for defendants in an action challenging plaintiff's arrests for refusing to obey defendant-police officer's repeated orders to confine his leafleting to the area designated for protest activities outside the First Mariner Arena in Baltimore pursuant to a written policy defining the protest area, is affirmed, where: 1) the Policy is facially valid under the First Amendment as a reasonable time, place, and manner restriction; and 2) there is no reversible error as to plaintiff's remaining claims.
