US v. Bridges, 13-4067

Defendant's conviction of traveling in interstate commerce and knowingly failing to update his sex offender registration is affirmed, where the district court correctly found that defendant's plea of nolo contendere to attempted sexual battery in Florida state court, in which adjudication was withheld, constitutes a conviction for the purposes of the Sex Offender Registration and Notification Act because it resulted in a penal consequence.
