Centro Tepeyac v. Montgomery County, 11-1314

The district court's decision to preliminarily enjoin enforcement of the portion of a defendant's Resolution requiring limited service pregnancy resource centers to post signs disclosing that "the Montgomery County Health Officer encourages women who are or may be pregnant to consult with a licensed health care provider" is affirmed, where the district court: 1) applied a correct preliminary injunction standard; 2) made no clearly erroneous findings of material fact; and 3) demonstrated a firm grasp of the legal principles pertinent to the underlying dispute.
