In qui tam action brought against defendant for alleged violations of the False Claims Act, judgment dismissing the amended complaint is affirmed, where: 1) plaintiff failed to plausibly allege that any false claims had been presented to the government for payment; and 2) the district court did not abuse its discretion in denying plaintiff leave to file a fourth amended complaint.
