District court's denial of a defendant's motion to set aside a forfeiture judgment of $13,963 seized from defendant in connection with his drug-trafficking activity, is affirmed where the 90-day time limit imposed on the government by section 983(a)(3) is not jurisdictional, and therefore defendant forfeited his limitations argument by not raising it during the forfeiture proceedings.
