Shirvinski v. Coast Guard, 10-2424

In a suit stemming from the termination of a private at-will consulting agreement with a subcontractor on a Coast Guard project, the district court's grant of summary judgment to the defendants is affirmed, where: 1) the plaintiff's procedural due process claim failed because did not suffer a constitutionally cognizable injury and there was no state action; and 2) state tort law claims for civil conspiracy, statutory business conspiracy, and tortious interference with prospective economic advantage were properly rejected.
