Conviction and sentencing of defendant for possession of crack cocaine are vacated where the police, during a routine traffic stop, lacked reasonable suspicion to remove defendant from his vehicle and perform an officer-safety patdown so that under Terry, the district court erred in denying defendant's motion to suppress evidence derived from the patdown.
