In a civil forfeiture dispute arising from a complaint of illegal currency structuring, 31 U.S.C. section 5324, judgment of the trial court ordering partial forfeiture of illegally-structured deposits is affirmed in part and vacated in part where: 1) the government satisfied its section 5324 burden; but 2) total forfeiture would not have violated the Excessive Fines Clause since such forfeiture is not grossly disproportional given the gravity of the charged offense.
