United States Fourth Circuit

Kporlor v. Holder, 08-2363

Petition for review of the BIA's denial of a Liberian citizen's applications for withholding of removal and related relief is denied where: 1) federal appellate courts lack jurisdiction under 8 U.S.C. section 1252(a)(2)(C) to review BIA denials of withholding of removal in cases involving crime of moral turpitude; and 2) the court lacks jurisdiction to review petitioner's CAT claim because he did not appeal the IJ's denial of the claim to the BIA and therefore, did not exhaust his administrative remedies.
