In claim for reimbursement of plaintiff-student's private school tuition in the eight grade under the Individuals with Disabilities Education Act (IDEA), grant of summary judgment in favor of defendant-county public schools is affirmed where district court did not abuse its discretion in declining to penalize the public school system for revising plaintiff-student's individualized education program in the tenth grade.
