In suit for just compensation for an alleged regulatory taking in the form of outlawing video gaming machines in South Carolina, summary judgment for defendants is affirmed where: 1) plaintiff has not proven taking without just compensation through a state court procedure; and 2) plaintiff lacks a valid constitutional claim.
