Convictions of driving a motor vehicle on a Virginia "highway" after being declared a habitual offender and one count of driving a motor vehicle on a Virginia "highway" while driver's license was suspended or revoked is affirmed over claim that a stretch of the road where defendant was observed and cited did not constitute a "highway" under Virginia law.
