Cantor v. Cohen, 05-1609

Dismissal of visitation claims in a suit under the International Child Abduction Remedies Act is affirmed where the court interpreted the treaty that the Act enabled as granting jurisdiction of visitation claims to the State Department or state courts, and restricting federal jurisdiction to a determination of rights under the treaty.
