United States Fourth Circuit

Plaintiffs' appeals from orders in a 42 U.S.C. section 1983 case alleging that police defendants conducted race-based stops, detentions, and searches of minority motorists traveling an interstate highway in violation of the Constitution, Title VI, and state law are dismissed in part as interlocutory, untimely, or for lack of standing, and affirmed in part on statute of limitations grounds.
