Dismissal of inmate plaintiff's suit under the Federal Torts Claim Act (FTCA) alleging that the negligence of a Bureau of Prison officer caused the loss of his property is reversed where the officer at issue was not covered by an exception to the waiver of sovereign immunity under the FTCA.
